Shock Responsive Social Protection (SRSP) Lead

People in Need is a Czech NGO that provides relief and development assistance in over 20 countries around the world, while at the same time working to defend human rights and democratic freedom. In the Czech Republic PIN also works on social integration and provides educational activities. Formed by the leaders of the Czechoslovak velvet revolution and conflict journalists in 1992, PIN works as an independent humanitarian organisation at home and abroad providing relief where it is needed, and empowering civil society at home and abroad.

Location: Rasuwa District (Uttargaya/Naukunda), and Sindhupalchowk District (Barhabise/Bhotekoshi) with regular visits to Kathmandu

Introduction
 
People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of vulnerable populations affected by disaster including person categories who live in geographically remote areas of the country, historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity. PIN has also supported Nepal's post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind with resilience (focused on shelter and resettlement) and education programming. PIN Nepal is strongly committed for safeguarding of children and vulnerable adults, including persons with disabilities, in line with its safeguarding framework and child protection policy.
 
Scope of Work
Reporting to PIN’s Programme Manager, the SRSP lead will lead project’s Shock Responsive Social Protection (SRSP) components and will provide technical guidance on the implementation of SRSP activities under PIN’s ECHO funded Pratibaddha 2 project, as well as ensuring that activities are implemented in a timely fashion and to a high standard. S/he will lead/represent technical working groups, clusters and community of practices (CoP) on multi-hazard SRSP components, support partner coordination, governmental relations, and activity implementation . S/he will be responsible to collect lessons learned during the project implementation, closely collaborating with MEAL and the Programme Manager and partners, to advance the SRSP agenda in-country, proactively leading in technical working groups and advocacy initiatives.

Key Summary of Functions
  • Provide technical leadership of SRSP activities;
  • Lead the implementation of SRSP activities and closely collaborate with Consortium partners;
  • Ensure excellent representation with stakeholders, sharing evidence from the field for advocacy purposes;
  • Collaborate closely with the Programme Manager and report regularly to him/her;
  • Ensure correct MEAL data collection, CFRM use, and following “do no harm” principles during the implementation;
  • Lead knowledge products related to SRSP
Shock Responsive Social Protection
  • Build the capacity of the PIN staff, consortium partners, and relevant stakeholders on SRSP;
  • Lead the following three studies including methodology, data collection, analysis framework, finalization of report ensuring high quality product and engagement with consultants as needed –
  • Lead the mapping of most vulnerable communities to strengthen SSA and PMEP systems;
  • Lead the development of SRSP desktop and field simulations and ensure high quality delivery of workshops;
  • Support the development of “design tweaks” that will ensure functionality of the SSA and PMEP programmes before, during, and after disasters in landslide affected hill areas;
  • Proactively lead SRSP advocacy initiatives with key stakeholders at federal, provincial and local level bringing evidence from the field;
  • Synergize SRSP and PMEP activities with forecast based action and landslide risk reduction activities.
  • Provide high quality support and input as requested for PIN Nepal’s business development.
  • Study 1: Understanding the barriers and exclusions in local SSA and PMEP implementation;
  • Study 2: Study on System Disruptions for SSA and PMEP: how hazards interrupt the social protection system, and how to mitigate the disruptions with contingency plans and design tweaks;
  • Study 3: Cost benefit analysis of SRSP;
Project Management and MEAL
  • In close collaboration with PIN’s Programme Manager and Consortium partners, ensure the timely implementation of activities, through the development and implementation of workplans in collaboration with Consortium partners;
  • Identify, forsee the challenges and bottlenecks of project implementation by closely woring with local government and ensure timely reporting to program manager;
  • Provide by-weekly written updates to PIN’s Programme Manager to report on project implementation progress, and participate in Consortium Coordination meetings;
  • In collaboration with the MEAL department and the Programme Manager, ensure correct data collection and archiving on indicators and means and sources of verification;
  • Ensure that all activities are implemented in alignment with the humanitarian principles, ensure do no harm and protection mainstreaming (with support from PIN’s GEDSI team);
  • In collaboration with the MEAL department and PIN’s Programme Manager, ensure that benficiaries have access to PIN’s CFRM;
  • Ensure adherence to data protection principles, and when in doubt, verify modality of action with Programme Manager and Compliance department at HQ;
  • Where necessary, provide recommendations as to how activity implementation can be improved to ensure utmost project implementation quality;
  • Report any additional community needs to PIN’s Programme Manager during the project implementation progress to support future needs assessments and fundraising efforts;
  • Collect lessons learnt throughout the project;
  • When requested, support the Programme Manager in the development of donor and internal reports;
  • Collaborate with PIN’s Communications team to promote the project’s activity implementation;
  • In collaboration with the Programme Manager, ensure adequate donor visibility during the implementation of project activities.
Representation and Networking
  • Represent PIN at field-level with governmental stakeholders and consortium partners.
  • Represent PIN at district, provincial and federal level as per the demand of the project.
  • Represent PIN in the CoP technical working group, clusters and other relevant fora,
Requirements 
  • Strong proven experience in Social Protection in Nepal
  • Strong understanding of the Nepali disaster risk management context;
  • Ability to lead thematically and also, work in a team
  • Good understanding of MEAL processes;
  • Strong understanding of the humanitarian principles and of the humanitarian imperative;
  • Strong understanding of data protection principles;
  • Sound understanding of project management, and ability to support the Programme Manager in developing workplans and support activity implementation;
  • Excellent capacity building and communication skills;
  • Excellent representation and networking skills;
  • Possess a comprehensive competency skill set primarily around:

  • Nepali and English fluency;
  • At least 5 years of demonstrated work experience with an I/NGO.
